Well of course it doesn't look like the real Onett. This stage (as well as Fourside) was designed by newer folks to the SSB and Nintendo design teams. Most of them had never played Earthbound, and probably went purely by reference pictures, so they didn't find much of that to be important. Though, In Brawl, the background of New Pork City is an absolutely perfect replica of the one from Mother 3, so it seems they've learned their lesson.
