In AC:WW, it's only possible to have a Red Tulip on the cement without using hacks. Once upon a time, Nintendo accidentally sent out a glitched red tulip as a gift via Wi-fi that was able to be planted anywhere outside, but if you set it down in your house, you could never pick it up again. It caused a lot of people a lot of problems, but that's the only legit way to get a flower on the cement like that!

No hacks - it's just a glitch that happens when you break a smash ball while using your back-air, IIRC.

Usually I don't like to feature artistic shots with such a lackluster title/description, but I think I had to make an exception for this one!
