Tiers dictate which characters will come out on top if played at the absolute highest level.

Exactly, tiers rank the characters. They assume both players have equal skill. You can't deny that some character are better then others. If you beat Meta Knight's it just means you have more skill.
Characters aren't better than others, thats just based on the fact that if you main a certain one, you're bound to get better in them. Its all based on a certain bias on who you're good as or good against. I don't see a difference in quality between them all.
